Made systematization and generalization of experimental data on phase composition of water in frozen soils of the Far East of Russia on soil types and genetic horizons. Spotted paleogeologicheskaya intensive conditioning temperature range of phase transitions of soil moisture. It is shown that the amount of unfrozen water in the soil depends on the density of absolutely dry soil. High content of unfrozen water in soil causes intense process of the winter soil liquid migration. If there is the frozen condition of ground of many years the soil acts as an aquiclude for melt waters and liquid precipitation. It promotes its overwetting and swamping.
