The article describes the substantiation of the necessity of the identification of ozone-depleting refrigerants, the widespread use of which in the industry and in the home causes a depletion of the ozone layer and the formation of the ozone hole, which in turn leads to catastrophic effects for all life on our planet. Links to international legislative and regulatory documents in the field of the ozone layer protection, adopted in the Russian Federation over the past 20 years, are provided. Theoretical and experimental data justifying the choice of the liquid phase refrigerant as the only ensuring the representativeness of the sample and the validity of the identification of refrigerants are provided. The optimal choice of refrigerant identification method is based on registration of the Raman spectra. The detailed description of the operation principle, design and specification of the portable refrigerant analyzer PAIH providing the identification of a wide range of refrigerants, are given. Using such a device for an express refrigerant identification on the authorized checkpoints across the state border of the Russian Federation almost completely eliminates import and export of the banned ozone-depleting refrigerants to the territory of the Customs Union.
