Ilyinа, V.Z. Abdrakhimov Fuel and electricity complex is one of the main «pollutants» of the environment. These are air emissions (48 % of all air emissions), wastewater discharges (36 % of all discharges), and solid waste generation (30 % of all solid pollutants). The purpose of the work was to ensure environmental safety in the expansion of the raw material base of production of building materials through the use of waste fuel and energy complex and their classification. In this paper, we propose the use of waste fuel and energy complex in the production of ceramic materials: as fins, fins, burning additives and as a clay binder, for example, inter-shale clay, which is a waste of oil shale. Classification of waste fuel and energy complex is made by chemical compositions: oxide and element. Burnable additives have a high content of p.p.p. (the loss on ignition exceeds 13 %, and the content of carbon of more than 6 %. The higher these two indicators, the higher the calorific value of the burning additive.
