Abdrakhimov One of the issues of the «green» economy is the creation of waste-free technologies ─ this is when the waste of one production enterprise is used as raw materials in another enterprise, which will achieve either waste-free production or maximum use of multi-tonnage waste. The most promising direction for the use of waste production is ─ involving them in the secondary turnover as secondary material or energy resources. Thermal insulation ma-terials with high physical and mechanical properties are obtained on the basis of waste oil shale. Due to the in-volvement of industrial waste in the production of thermal insulation materials, it is possible to radically change the parameters of the raw material base of Russia, which also helps to reduce environmental tensions in the re-gions. The use of waste fuel and energy complex: inter-shale clay and shale slag in the production of thermal insulation materials contributes to: recycling of industrial waste; environmental protection; expansion of the raw material base for ceramic building materials. The authors of this article obtained patent of the Russian Federa-tion for the compositions developed for the compositions proposed for the production of lightweight bricks and porous aggregate. Recycling of industrial waste contributes to the development of a «green» economy. The «green» economy refers to the production of various types of treatment equipment, recycling of secondary resources and waste, the provision of environmental services, etc. in this case, the «green» economy is only part of the «big» economy.
