An analysis of the EURACHEM/CITAC manual was carried out. Measurement uncertainty associated with sampling” and shows the
feasibility of using traditional statistical defi nitions, such as mathematical expectation, dispersion, standard deviation. In view of the
different genesis of the formation of research objects, it is proposed to use fundamentally different methods for calculating measurement
uncertainty in the manual. The results in this document are relevant only for assessing the consistency of arithmetic mean values that
do not depend on the distribution of the analyzed values, that is, a priori subject to the normal distribution, and their estimates can be
considered “robust” (stable). It is shown that the accuracy of these estimates for the original distributions is not presented in the document.
In this paper, it is proposed that if it is impossible to conduct an active experiment, to assess the total uncertainty, use statistical criteria
of homogeneity and a universal indicator of homogeneity – the probability (level of signifi cance) with which the homogeneity hypothesis
is accepted. Therefore, in practice, calculations of the measurement uncertainty associated with sampling must satisfy the following
conditions: the sample measurement scheme must be understandable and minimally expensive; The calculation of uncertainty must be
such that it can be reproduced by different users and must be based on appropriate methodology.
