It is offered to consider systems of ecological monitoring and management as intellectual systems, i.e. the systems based on person knowledge. The approach to designing systems of ecological monitoring and the management, based on T. Saati method of the analysis of hierarchies and L. Zade theory of fuzzy sets is investigated. The some results of researches are considered.
