The pollutant emissions of enterprises has cumulative effect. This effect must be considered when emission limit values are determinate. Today there is a method of calculating the background concentrations, but this method is not objective. The calculating quotas of pollutants concentrations for determination of emission limit values is more objective method. One such methods is proposed in the article.
