CATEGORIZATION OF INDUSTRIAL FACILITIES BY THE LEVEL Of ENVIRONMENTAL RISK (REVIEW)

Assess and control the level of environmental risk is an important aspect of the EIA procedure and the priority of safety management. The overview briefly the comparison of existing regulations and techniques categorization of objects within the sanitary-hygienic concept of rating of quality of atmospheric air. It is noted that, depending on the purpose of the evaluation priorities are to: (a) limit level of impact on the atmosphere (project MPE); b) contaminants subject to mandatory regulation and control (production control); C) barrier distance between the object (source) and residential area (design SPZ). Systematic criteria and indicators for assessing hazard categories of the object. Determined that the categorization of objects according to the level of environmental hazard due to the existence of a stable and invincible causality: «industry-technology» → «source selection» → «polluting substance (impurity)» → «gas treatment system» → «source» → «zone of active pollution» → «dispersion» → «zone of influence» → «damage». Versatile to assess the operational data on the source of emissions and emissions of substances: substance characterizes the nature of impacts and damage costs source – the power and scope of influence. Discussed the results of ongoing scientific research the task that can overcome the disadvantages of the known methods (conventional and limited; duplication, a variety of criteria, not based on many of the implications and effects of the dispersion of pollutants in the atmosphere, etc.). The article argues that the categorization of objects sought after in an effort to converge with international standards for air quality activities and accounting civilizational trends.
