Tarasova In work the analysis of the organizational and technological problems in the reconstruction of various objects in the most effi cient possible use of secondary building resources (SBR). It is established that the economic effi ciency of the use of SBR HRV to a considerable extent depends on the technological complexity of the production facility and development of its infrastructure, which, on the one hand, increases the cost of construction and dismantling works, and with another – increases the number of species and the value of SBR HRV. In the reconstruction of housing facilities and related infrastructure to fully offset the costs of construction and demolition work and the processing of SBR HRV through the use of secondary raw materials and commodity products produced is almost impossible. With the use of economic-mathematical methods solved the problem of determining the optimal timing of reconstruction, technical re-equipment, modernization or the complete destruction of the object, taking into account the most efficient use of SBR HRV. It is determined that one of the main organizational problems, the solution of which provides the most effi cient use of SBR HRV, the environment and safety of the population, is the implementation of complex of measures on conservation and preservation to the early stage of construction and dismantling works.
