Grebyonkin, D.A. Zaytsev, N.S. Voronich, I.A. Zaytseva The article deals with methodological aspects and general principles of regional environmental monitoring. The authors note that the main provisions and objectives of the program of the global monitoring system were formulated in 1974 at the first intergovernmental meeting, at which the organization of monitoring of environmental pollution and its causing factors was recognized as a priority. At the same time, it is said that the regional subsystem based on the following principle is of the greatest interest for large cities of Russia: the choice of its composition and structure is based on physical and geographical, hydro meteorological and other features of the territory, taking into account the level and scale of development of industrial production, motor transport, the state of urban and rural settlements, etc., and aimed at solving the following problems: assessment of the state of the environment for the purpose of «inventory» of natural and man-made territories and objects throughout the region; definition of «hot spots» on the map of the region – industrial facilities with high emissions (discharges) of pollution; solutions to the problems of production and consumption waste management.
