A methodology for micro-district mapping of wind hazard is proposed for targeted public warning systems in cities with a limited weather observation network. The methodology is based on the use of open geospatial data and CFD modelling for a variety of typical scenarios of wind direction and speed. The methodology was tested using a real urban micro-district as an example. The novelty of the work lies in the creation of a scalable methodology that does not require expensive observational infrastructure and makes it possible to move from generalized warnings to targeted information. The results can be used by civil defense and emergency services to improve the effectiveness of public notification in small and medium-sized cities.
