The foundations of the tsunami theory are developed in the context of generalized boltzmann physical kinetics. The generalized hydrodynamical equations are obtained. In these equations the movement of medium in a field of variable gravitational acceleration is taken into account. At a kinetic level of the description analytical and numerical solutions of the dispersive equations for one-dimensional non-stationary distribution of distortion of a gravitational field are obtained. The plasma-gravitational analogy is used. The analytical decision of the problem is considered through Lambert W-function. The numerical solutions of the problem in a wide range of change of determining parameters are found.
